Rhyperior, Rampardos, & Primal Kyogre are the best Pokemon to use against Ho-Oh.

Rhyperior is a great Pokémon that is both a Ground and a Rock type. Even though it has several flaws, Ho-oh can’t use any of them against it. You shouldn’t have too much trouble with Rhyperior beating Ho-Oh during the battle.

Its Rock & Water-type moves do a lot of damage, so it shouldn’t be too hard. When choosing a Rhyperior to bring with you, make sure it’s capable of using Smack Down as a quick move, Rock Wrecker as a charge move, and Surf as a special move.

Ramparados, a Rock-type Pokémon. Even though Rampardos doesn’t have a very good defence, it will be attacking most of the time in this battle, so you’ll would like to make sure you have some bigger Pokémon on your team to counter it.

Rampardos should learn the fast move Smackdown as well as the charged moves Rock Slide & Flamethrower for this battle. We don’t think Flamethrower is a good choice against Ho-Oh, though.

Primal Kyogre is a strong Pokémon that is made of water. Primal Kyogre is a stronger version of Kyogre. To use this form, you’ll need Primal Energy. It will be like using a Mega Pokémon against Ho-Oh, but Kyogre will be stronger than most of the other options.

The best moves to instruct Primal Kyogre to utilize against Ho-Oh are Waterfall, which is fast, Origin Pulse, which is charged, and Surf, which is also charged.
